Paul holds a Master of Building Surveying, a Graduate Diploma in Construction Practice, a Graduate Certificate in Project Management and a Graduate Certificate in Performance-Based Fire Codes. He is a Member of the Royal Institution of Chartered Surveyors (MRICS), an AIBS Accredited Building Surveyor and an ACAA Accredited Disability Access Consultant, and holds building surveyor or certifier registrations across all Australian jurisdictions. Paul also contributes to RICS public-policy work, delivers industry presentations, and supports professional education and accessibility initiatives.

Paul Mulholland is a Registered Building Surveyor (Unlimited), an AIBS Accredited Building Surveyor, Chartered Surveyor (MRICS) and Accredited Disability Access Consultant. He has more than a decade of experience across building regulation, certification, performance solutions and disability access.

His career spans private consulting, municipal building surveying and regulatory decision-making. As a member of the Building Appeals Board of Victoria, Paul hears and determines contested building matters, considers modification applications and contributes to written determinations.

Paul’s expertise includes the interpretation and application of the NCC/BCA, assessment of performance solutions, building notices and orders, disability access requirements, weatherproofing, waterproofing, façades, curtain walls and product performance.

He prepares clear, evidence-based opinions for litigation, court and tribunal proceedings. Paul works independently and understands that an expert witness’s overriding duty is to assist the court or tribunal impartially and within their area of expertise.
